Abstract of Cell phone and drivers research paper This report assesses the risks and benefits associated with cellular phone use while driving. The interest of policymakers in this issue has been heightened by the recent decisions of selected foreign countries and several U. S localities to restrict or prohibit the use of cellular phones while driving. The weight of the scientific evidence to date suggests that use of a cellular phone while driving does create safety risks for the driver and his passengers as well as other road users.

The magnitude of these risks is uncertain but appears to be relatively low in probability compared to other risk in daily life. It is not clear whether hands-free cellular phone designs are significantly safer than hand-held designs, since it may be that conversation rather than dialing or handling is responsible for most of the attributable risk due to cellular phone use while driving. The benefits of using this communication device while driving appear to be important.

They include benefits to the users, households, social networks, businesses, and communities. Many of these benefits, which include public health and safety considerations, have not yet been recognized or quantified. Simple suggestions that drivers can “pull over” on the side of the road to make calls from cellular phones are unrealistic and, in certain situations, potentially dangerous. It is not know which of the benefits of cellular phone use would be foregone under various regulatory scenarios.

Cellular phone use while driving should be a concern of motorists and policymakers. We conclude that although there is evidence that using a cellular phone while driving poses risks to both the driver and others, it may be premature to enact substantial restrictions at this time. Indecision about whether cellular phone use while driving should be regulated is reasonable due to the limited knowledge of the relative magnitude of risks and benefits.

In light of this uncertainty, government and industry should endeavor to improve the database for the purpose of informing future decisions of motorists and policymakers. In the interim, industry and government should encourage, through vigorous public education programs, more selective and prudent use of cellular phones while driving in order to enhance transport safety.

Various Types of Drivers Drivers come in many different forms and each carry their own characteristics. When on the road, one can experience several different drivers and their driving habits. The different drivers you experience during your journey may result in many things such as you being late to your destination or even become part of a car crash. Most motorists would like to make it to where they need to go on time, but how they get there depends on their style of driving as well as the types of drivers they encounter along the way.

Despite the many driving skills motorists may come across during their journey, they should always drive safely following the rules of the road to avoid any dangerous car collisions. The various types of drivers can be broken down into three categories which include non-obedient, careful and reckless. Non-obedient drivers are often the ones who disrupt traffic and sometimes cause traffic jams. They have poor judgment in performing road tasks such as making turns, using their indictors when necessary and drifting within a traffic lane.

These motorists lack the ability to change behavior in unexpected or dangerous situations. They have a tendency to slow down traffic, aggravate other drivers and cause inconvenience for other motorists. They fail to function properly and the proficiency to focus quickly is nonexistent. This causes avoidable accidents and puts their lives as well as others in danger. For instance, there was a time where my mother and were watching the news and a middle aged woman switched from the right lane into the left lane without using her indicator.

The fact that she fail to signal that she was merging into the next lane resulted in her getting rear ended by another driver. Had she done the simple task of using her indicator, this rear end collision could have been avoided. Motorist who are more precautious and careful while behind the wheel tend to have a more decent style of driving. They are usually more likely to follow the rules of the road. This includes wearing their seatbelt at all times, using their indicators and driving by the appropriate speed limit.

They usually have steady concentration while on the road, which allows their mind to be fully focused while driving. These drivers have a good idea of what is happening in their surroundings and have keen awareness skills which are vital when driving. There was a time when my mom and I were driving and approached a four-way street. The roads on our left and right were obligated to stop and the road in front of us and the only we were driving on had no stop signs. Although we were not required to stop we did.

Had we continued driving we would have been involved in car accident because a driver required to stop ran the stop sign and would have crashed directly into us. Careful drivers not only look out for themselves but for other motorist as well to ensure the safety of all drivers while on the road. Drivers that have the least respect for other motorist or the can be known to have a reckless style of driving. These drivers can sometimes be very dangerous because they are not afraid to get a bit irresponsible while on the road.

For example they do things like run stop signs, traffic lights and make illegal turns. Motorist like this have a tendency to weave in and out of traffic at fast speeds with no regard for other drivers. For example my brother and I were driving on the highway and one motorist was driving at speed way above the 60mph speed limit. This driver switched in and out of lanes without using their indicators and cut many people off almost causing fatal car accidents. Actions such as these puts many innocent lives at risk and force people to be more aware of their surroundings.

The driving skills people have may vary. Many drivers experience the different types of motorist on a daily basis. Drivers should always follow the rules of the road and avoid any distractions while driving. Many drivers fail to do so putting themselves and others at risk. This can result in fatal car crashes that could have been avoided if motorists were more cautious when driving. Drivers should always maintain good driving skills, not only to guarantee their own safety but the safety of others while on the road.

An experiment is a controlled study in which the researcher attempts to understand cause-and-effect relationships.

The study is “controlled” in the sense that the researcher controls (1) how subjects are assigned to groups and (2) which treatments each group receives. • Observational study. Like experiments, observational studies attempt to understand cause-and-effect relationships. However, unlike experiments, the researcher is not able to control (1) how subjects are assigned to groups and/or (2) which treatments each group receives. 2. 5 Data Analysis Plan The appropriate methods of data analysis are determined by data types and variables of interest, the actual distribution of the variables, and the number of cases.

Different analyses of the same data set may reflect or represent different aspects of the underlying data structure. Once a plan has been established, it could contain any combination of the following types of data analysis strategies: • Exploratory: This type of data analysis often occurs when a program is new, and it is unclear what to expect from the data. • Descriptive: The most common type of data analysis, this approach will summarize your findings and describe the sample. • Inferential: Inferential statistics allow us to draw conclusions about the larger population from which the sample is drawn.

Chapter 3: Traffic Jam, It’s Causes, Effects and Remedies 3. 1 Causes of Traffic Jam “During experiment, it has been found that human error is a major cause of most frustrating kinds of traffic jams”. ( Annexes – I) In generally the traffic jams are causes by following reasons- -Dishonesty of traffic polices -Insufficient roads and highways. Poor communication system. -Too many vehicles -Low price fuel ( CNG) and available motor cars. -Traffic jams are usually caused because there must be an accident. -Most often, traffic jam are caused by – those who drive too slow always end up compacting the faster drivers behind them -In rush hours when too many people start for destination. -Free parking here and there causes hindrance on traffic way -Some drivers tries to drive faster than the flow of traffic. -Some times drivers stop on the highway and causes a traffic jam. . 2 Traffic Jam Affects Society and Environment Traffic jam affects the society in some of the ways below: • creates mental stress in the motorists • paves way for wastage of fuel and wear & tear of vehicle parts which ultimately waste the money of the motorists • becomes a cause for rash driving and road accidents involving loss of lives • makes the motorists to inhale lot of vehicular smoke emissions in a short period of time causing many diseases • wasting time of motorists and passengers

Traffic jam affects the environment in some of the ways below: • efficiency of fuel usage by idle running of vehicle engines in low speed is very low leading to wastage of fuel which ultimately results in over exploitation of fossil fuel reserves • vehicles at low speed emit lot amount of carbon monoxide, unburnt fuel particles, suspended particulate matters and other pollutants into atmosphere causing air pollution more grave • when vehicles start to move slowly, noise pollution is created by blowing horns by the motorists. 3. 3 Remedies to Traffic Jam

Increased regulation would not work in practice. Regulation either requires more cops, which are an expensive kind of work force, or automated systems, which are sketchy from a legal point of view. Technological solutions aren’t the way to go, either. They are predicated on the assumption that all (or enough) drivers would adopt this technology, which will be expensive and error-prone, and possibly encourage risky behavior. Traffic jams are a symptom of more vehicles than the planned carrying capacity of the roads. In order to prevent traffic jams: -one method is to reduce the number of vehicles. Imposing disincentives (taxation, congestion fees) is one way, but offering sensible alternatives (mass transit, a functional passenger rail system, telecommuting) is smarter. -no hand held cell phones while driving. -controlling Speed of traffic more efficiently during rush hours (points to one idea, the classic “slow down and keep a constant speed” method). Chapter 4 : Conclusion and Recommendation 4. 1 Conclusion The present problem of traffic jam has not created by one day. For long unawareness and long time plan and booming number of traffic cause this.

As Bangladesh is a developing country, it should be more aware of time and money. Not only this, as Bangladesh is a low land country, so it should be aware of green house gas. Traffic jam is killing time, wasting money, causing more green house gas. If we can’t reduce traffic jam significantly we will be great looser. Our development may slow down due to traffic jam. 4. 2 Recommendation: -We will have to go for long time plan to improve our roods and high way communication system. -Withdraw of old and slow vehicles. -Trained driver -Maintain LAN during driving -Use of divider

Aging U.S. Infrastructure

This paper talks about the United States of America and the state of its infrastructure which is aging now these days. Its infrastructure has been in a deplorable state, however much has not being done about it, except when for instance a road accident takes place or some citizen goes through the tragic experience caused by the suffering of the infrastructure, that the relevant Governmental units and committees decide to take action by formulating a plan.

The paper has been divided into the various different segments the U.S. Infrastructure has and functions as.

U.S. is a country which is far ahead in terms of economic and political prosperity. However a basis fact still remains that despite the vast differences that exist within it, it works as one single unit working towards prosperity and the American Dream.

The Government spends and has always been spending a lot on its public expenditures and infrastructure. Today, when we see the state of this physical infrastructure we see gaps and loopholes in terms of physical state of these things.

The naked eye however still cannot pin point towards a particular infrastructure unit and comment on its ‘deplorable state’, however research and the technician’s/ engineer’s eye can.

The only area where the ASCE team saw improvement in the last four years from the Report dated 2005 was energy. The report said this area got a grade of D plus after a consistent D. Another area getting an improvement card was the flood protection system which received a D minus from an Un-graded grade.

Much of the state that U.S. levees are in was and is unknown to the Committee. The new president also announced this week that an $825 billion package needs to be and will be spent on improvements in U.S. highways, bridges and rail projects along with expansion projects at airports. (BBC News)

Roads and Bridges

The state of America’s infrastructure has not improved in the last four years. This has been a report by the country’s top civil engineers. According to them US has received a Grade D in terms of its roads, public transports and basic transits.

It, in the report called ‘Report Card’, from the American Society of Civil Engineers also claimed that around $2.2 trillion need to be spent for proper repairs to this section of infrastructure. A news item also claimed of a bridge getting destroyed by collapsed in Minnesota in 2007 leading to loss of lives, injuries, property, reputation as well as money. (BBC News)

When the bridge at Minnesota collapsed due to poor infrastructure state, it became evident back then in 2007 how appalling the condition of U.S. infrastructure is getting year after year. Poor roads have caused many people driving in cars and motorbikes their lives and injury traumas, and the Government $54 billion each year, especially in the year 2005.

Annually, around $59.4 billion is spent on infrastructure pertaining to roads, bridges, airfields, brown fields, drinking water and wastewater; and waterways also.

A lot many NHS or the National Highway system is an appalling state of affair as insufficient funds have been dedicated to this and more needs to be done without any further delay.

Currently, around $ 32.1 billion needs to be spent on this NHS which consists of only 4.1 percent of all highways roads in America (however around a little less than half of all motorists are carried to and fro by the NHS, despite its minute percentage of the total. It is being said that congestion is the cause that ages these bridges, highways and roads even more fast since a lot is being in use by the motorists.

US $ 70 billion of funds that are attributed to highways and bridges has to get doubled, so that this doubled figure can be put to appropriate use as said by the Federal Highway Administration.

It also says that till 2015, or six years from now total investments needs to rise to double of what it is only to ‘maintain’ the current state all these things pertaining to transit and transport they are in. So, without a doubt, much more than the doubled figure needs to be spent so that improvements only if by a slight ratio are and can be seen. Every year around a lot of time amounting to 4.2 billion hours is wasted in traffic congestion, costing the US economy $78.2 billion. It also costs $67 billion to these motorists for repairing and operating costs. Also, around 15000 lives of American citizens are lost due to traffic and road related incidents.

One-fourth of the total US bridges in America face either of the two problems; one, their structure is lacking and deficient or second, that they cannot function at all. This huge 26% is proof enough to say that bridges especially in urban areas are declining rapidly.

$17 billion according to the ASCE needs to be spent on this area every year to induce betterment in this infrastructure division of US. Why We Should Ban Cell Phones And Driving

Every day, millions of people get in their vehicles and drive. Some are mothers, some are fathers, some are students, yet all are in danger from preventable accidents caused by cell phones. For proof that cell phone accidents are increasing, people simply need to look at sections of websites devoted entirely to car accidents caused by people using cell phones while driving (Car Accidents). We live in the now generation. We want everything as soon as possible and preferably before we know we want it.

Imagine how many people turn their cell phones on and call people the instant their plane lands, minutes before their plane reaches the gate. feed into our need to have information and always be connected, but that need is only safe as long as common sense is used. When common sense is not in effect, driving while using a cell phone can be dangerous. Problems Cell phone accidents injure 330,000 people a year and kill 2,600 a year (Britt 2005). Most people have seen someone talking on a cell phone and driving erratically.

They are typically not hard to see because they are usually weaving into the next lane or have poor reflexes when confronted with a red or green light. We ban drinking and driving because there are so many deaths and injuries caused by it, so why do we continue to ignore the dangers of calling and driving? The problem has not gone unnoticed. The government has recognized the risk of driving while calling and have enacted legislature to counteract the increasing number of people involved in accidents caused by distracted drivers.

Yet each state has different laws regarding cell phones and driving. Based on the most recent statistics (2008), some states like California talking on the phone (unless it is on the speaker) while driving, and certain groups of people from using the phone. Other states, like Louisiana, do not have any restrictions on using cell phones while driving (Edgar Snyder and Associates). Statistics Cell phones have made our lives more convenient but also more dangerous. Cell phones have 250 million users in the United States, a number that is increasing yearly at a rate of 40%.

Studies have also discovered that cell phone use while driving increases the chance of a car accident. Even the task of dialing numbers can cause a person to potentially lose control of the vehicle. Incidentally, most people who were in car accidents while driving were on the phone. Out of the plethora of accidents where cell phones were involved, the drivers hit large objects that would have been avoidable had the driver been focusing on the road (Edgar Snyder and Associates). People who believe that they have excellent reflexes and can avoid a crash are incorrect.

It was found that a 20-year-old driver talking on a cell phone has the reflexes of a 70-year-old driver not talking on a cell phone (Britt 2005). People who use hands-free cell phones also contribute to the heightened danger on the road. The mitigating factor in accidents involving cell phones is distraction. The problem is that the drivers can see the road, but they are not involved in what is happening on the road. As strange as it seems, a study found that it is categorically safer to have a person driving with a blood alcohol level greater than .

08 on the road driving than to have a person talking on a cell phone driving (Britt 2005). How to Help Now that we know the extent of the problem, what can we do to prevent those unnecessary accidents from claiming more lives, maybe even the life of someone we love? With inconsistent legislation among the states regarding cell phone use and driving, there is a chance that you have driven in a state with very relaxed or nonexistent laws about driving with cell phones. There are several ways people can protect themselves when driving with a cell phone.

A spokeswoman for the California Highway Patrol, Anne Da Vigo suggests pulling off of the road for extended phone calls, to tell the person you are talking to on the phone that you are driving, ask any passengers accompanying you to do the talking, keep the call short and only use the phone when you need to. (Goepel 2003). Legislature Even though those steps are beneficial when using a cell phone while driving, it is not enough to keep the safe cell phone drivers away from the dangerous ones. We need to petition our government to ban any form of cellular phone use while driving.

The government will not know how concerned we are about the dangers of driving while calling unless we bring more attention to the situation. Twenty-two of the 50 states have no legislature banning driving while on a cell phone. That means that people in 44% of the states in the United States are at in increased danger of being in an accident caused by a driver talking on a cell phone (Edgar Snyder and Associates). The first steps for legislation come from the citizens, businesses, lobbyists, elected officials, etc. (Nevada Legislature).

If we decide to ignore the initial steps to have a bill passed because we are confident someone else will do the work, we are wrong. We need to be a collective voice that lets our government know that we are tired of having innocent citizens hurt by distracted drivers. It is time for us to have our government to listen to what we have to say. We need to be proactive so we do not lose more people from our communities to senseless accidents. References Britt, R. R.
