Welfare is the provision of a minimal level of well-being and social support for all citizens, sometimes referred to as public aid. In most developed countries, welfare is largely provided by the government, in addition to charities, informal social groups, religious groups, and inter-governmental organizations. The work place should provide reasonable amenities for its good working. The betterment of workers conditions must produce more from the employer down rather than the forced up by demand from below. It is also important because the labour is contented.

Well housed, well fed, well looked after it is not only an asset to the labour in the country. Therefore welfare is also fundamentally in the interest of the large society as the health, happiness and efficieny of each individual contributes the general well being of all. The concept of welfare is dynamic in nature and vary from country to country and from time to time and even in the same country depending up on the value system , social institutions, degree of industrialization and general level social and economic development.

According to Frederic Engels, “labour is the source of all wealth it is next to nature, which supplies with the materials that it converts in to wealth but it is even definitely more than this”.

Employee welfare work aims at providing such service facilities and amenities to the workers employed in factories and industries healthy, congenial surroundings conductive to good health and high moral. The aim or objectives of welfare activities is partly humanistic to enable the workers to enjoy a fuller and richer life.

The relevant and necessity of welfare work in India, can be easily realized if one observe pitiable working condition of workers in the country. Stable and effective labour force cannot be build up with an improvement in the condition of life and work in the industrial centre. The development of community and society depends on the development of labour . The importance of labour welfare is beyond the stage is debate and is recognized on as integrate part of industrial tradition in all industrially advances countries.

Labour is the vital part of business part of organizationand management , and now a day attach more importance to human angel . Increases the productivity , as well as productive efficiently of the workers and induce in them new spirit self realization . The importance of welfare measures was accept was early as 1931, when the labour commission on labour stated that, the benefits which go under thus nomenclature of great importance workers of which he is unable to secure by himself.

Labour welfare is one of the major determinants of industrial relation. Encyclopedia of social sciences defines welfare workers as “voluntary efforts of the employer to establish with in existing industrial system , working and sometime living and cultural condition of the employers beyond what is required by law. The welfare of labouring classes must be one of the first carriers of every employee. The betterment of workers condition must preceed more from the employees. The work space should provide with reasonable amenities for his essential needs.

The concept of welfare and dynamic in nature and vary from country and from time to time and even in the same country depending up on is value system , social institutions, degree of industrialization and general level of social and economic development. Welfare activities are partly humanitarian partly economic and partly civil. It is humanitarian as its aim is providing certain facilities and amenities of life to the workers which they themselves cannot provide; it promotes a sense of responsibility and dignity among workers and to make them better citizen.

Anything done for intellectual , physical and moral and economic betterment of the workers , whether by employers, by the govt. or by the other agencies over and above what is laid down by the laws of the land, is labour welfare. International organization report refers with regard to labour welfare as “such service facilities and amenities which may be established in or in the vicinity of undertaking to enable the persons employed in perform their working healthy, congenial surroundings and provided with amenities conductive to good health and high moral.

Significance of the Study

  • It helps to improve recruitment. As the job becomes more attractive, more efficient employees can be recruited.
  • Employee welfare improves the morale and loyalty of workers by making them happy and satisfied.
  • It reduces labor turnover and absenteeism thereby building a stable workforce.
  • It helps to increase employee productivity or efficiency by improving their physical and mental health.

Scope of the Study

Employee welfare is vital for the survival of any industry.

The machines and materials in an industry could be operated only by human beings, and when there is a group of people there are chances of conflicts and should be resolved at the earliest . If welfare measures are not provided , they become lazy. Therefore it is important to provide good welfare measures to the employees . So the study on the employee welfare in the company is very important.

Objectives of the Study

The study was conducted to analyze the labour welfare in the safe care . The relationship existing between the management of the company and their workers were studied .

The study aimed to find out whether the workers were satisfied with the welfare facilities provided to them, how many disputes and unrest occurred in the past years, the settlement procedures followed to solve grievences and how negotiation on various terms and condition were made.

Limitation of the Study

  • Only 40 respondents were selected for the study due to time constraints.
  • The duration of the time for the study was limited and hence elaborate and imprehensive project survey was not undertaken.
  • The findings were drawn based on the feed back received through the questionnaires. Interaction with the company professionals was limited, due to their busy schedule.
  • Information obtained is depended on satisfaction level of the respondent. The reliability of the result of the study depends on the reliability of the answers of the respondents were reluctant to give information.

Industrial Profile

World production and consumption of rubber continued to increase in 2008. The ISRG (International Rubber Study Group) estimated that the production would breach the 20 million tonnes level to breach 20. 12 million tonnes of rubber were estimated to be consumed in 2007, of which 41. % was natural rubber. These have increased from the increased use of disposable gloves in the medical industry. In 1991 Thailand replaced Malaysia as the top producer and exporter of natural rubber products. This has been the result of re-planning program. A majority of Thailand rubber plantations are located in southern part of the country. Thailand leads the rubber producing countries in research and development of natural rubber. This makes Thai natural rubber the most dependable and consistent. A majority of rubber products are exported in their raw from such as technically specified rubbers: STR ,Skim Block,ADS ,Crape and concentrate Latex . Exports account for 90% of natural rubber production .

The remaining 10% is utilised domestically, 55% of this amount is processes as value added goods . Major manufactured rubber are tyres and inner rubber tubes for automotives. 2. 2 COMPANY PROFILE 2. 2. 1 About the organization Safe Care Rubber Products Pvt. Ltd started its production during the year 2006. It is situated in Cochin Special Economic Zone, Kochi. The products manufactured in this company are pre-powdered and powdered free latex, examination and surgical gloves. It is registered under the factory’s act. The company’s investment in land and building is 50 lakhs and plant and machinery is 114 lakhs.

The annual turnover of the company in the year 2007-08 is Rs. 460 lakhs. The raw materials and equipments used are latex,sulphur,PHT, power free chlorination machine, tensile tester ,air nozzles, physical dimension testing equipments. Its product is exported to Europe ,African countries , Latin America. Safe care subscribes to a philosophy “Quest for Excellence” which ensures that its customer received not only good quality product but also excellent service. Organizational Structure

Safe care rubber products pvt. ltd has a simple organizational structure with two directors Sri. Anil Kumar and Sri. Joseph at the top level management. The directors are jointly responsible for the decisions and all the decisions are taken together . The director of administration is in charge of all the overall operations and publications. The day to day operations and controls are carried out under his supervision .

The other director is in charge of the production and function of the firm. In the middle level management they have two managers Sri. Sukumaran and Smt. Kavitha Anilkumar one in charge of the administration and other is the production manager or the foreman. The manager of administration is in charge of overall administration of the production , purchases, human resources and a link between the lower level and the top level management. The foreman is in charge of overall production and the production line. Both of them report to the top management directly.

The lower level management is filled up by the office Staff and head of laboratory and inspection and supervisors . They all report to the managers of administration who acts as the link for them with the top management.

Varieties of Rubber

The varieties of rubber are : Natural Latex: This is a white fluid obtained from the rubber tree. It contains small particles of rubber dispersed in an aqueous medium. The aqueous medium also contains plant proteins which are thought to be responsible for triggering of allergy. Natural Rubber: This include all material made from containing Latex.

Natural rubber is made by two processes, the natural rubber latex process (NRL) and dry natural rubber process (DNR). DNR Process This involves compressing the rubber at a high temperature and pressure. The plant protein responsible for allergy are denatured at these temperature , and pressure and therefore pose a lower risk than rubber made by NRL process. NRL process This involves the use of natural latex in a concentrated colloidal suspension. This type of latex contains a much greater proportion of plant proteins than latex produced by the DNR process.

Most immediate type reaction results from exposure to NRL products.

The research design here is exploratory research, the focus is on the discovery of ideas.

An exploratory research is to generate new ideas,respondents should be given sufficient freedom to express themselves.

Pilot Study

Interview with worker and manager revealed their feelings towards the plans and policies of the company . This was a source about the employee welfare existing in the company could be observed. The personal options of the workers were collected using interview and schedule and the options of the managers were collected using structured questionnaire.

In short , social welfare aims at the well being of people and help to ameliorate human life –cultural , economic ,social and psychological.

Principles of Labour Welfare

Employee welfare is not a substitute for low wages and other allowances nor can it be used as an argument against the earnings of workers. A failure to understand this basic principle will only make labour welfare measures un popular.

  • The cardinal principle of employee welfare program is to ensure that it serves the real needs of workers concerned. Special classes of workers require special types of welfare services, proper assessment of needs of workers and determination of priorities, there of must be done.
  • Workers should be asked to participate in the formulation and administration of welfare programs. This is necessary because the programs are meant for them and their participation ensures that the welfare measures correspond to their needs. It also removes the suspiciousness of workers and the stigma of paternalism.
  • Workers should be free to use or not to use the facilities and amenities provide.

  • To study the level of awareness of employees on them various welfare provided by the SAFECARE.
  • To analyze the level of satisfaction of employees with regard to welfare measure provide by the SAFECARE.
  • To ascertain the needs and expectations of the employees towards the various schemes offered by the SAFECARE.
  • To suggest improvement any of existing welfare schemes grow SAFECARE.
  • To analyze the work environment of the employees.
  • To develop the work environment of the employees
  • To develop efficiency and productivity among workers.
  • To make recruitment more effectively.
  • To earn goodwill and enhance public image.

The present chapter will explain in detail the major inferences generated out of the information collected from respondents and other data sources.

Interpretation

67. 5% of workers like team works. Only 7. 5% of the workers like individual work. And 25% of the workers are interested to work both as individual and team work. But majority workers like team work. .

Findings

  • Age wise distribution reveals that majority of the labourers are in the age group of 20-25
  • It was found that the company has both male and female workers equally.
  • Maximum number of labourers are satisfied with the work schedule. Majority of the workers are of the opinion that they are satisfied with the medical and first aid facility.
  • It was found that majority of the respondents are not satisfied with the present wage scale.
  • Majority of the labourers are not satisfied with the health and safety measures provided by the company.
  • Majority of the workers are of the opinion that they are provided with good rest room facility.
  • It was found that majority of the labourers are satisfied with the incentives and other benefits offered to them.
  • Most of them are partially satisfied about overtime allowance given by the company.

Suggestions

  • Overtime allowance should be made more attractive to attract new younger talent into organization.
  • Since the laboures seem to prefer team work, if the work could be made more team oriented, it increases the motivation level of labourers and thus the productivity can be increased.
  • Canteen facility does not provide the North Indian labourers needs in satisfactory manner. So the organization should include North Indian dishes in the menu.
  • More awareness programs regarding the quality of work life should be conducted.
  • Quality circle should be established to improve the productivity and standard of work life of labourers. Better transportation facility should be made available to the employees.
  • Maintain good relationship between management authorities and employees.
  • Periodical health testing for employees should be conducted.

Conclusion

The study is conducted among the labourers of Safe care Rubber Products Pvt. Ltd. to study various welfare activities conducted at the company. From the study it has been understood that some workers are satisfied with some factors like wage offered, incentives provided ,medical and first aid facilities provided etc.

The company needs to improve on various other factors that include the canteen facility, awareness programs regarding quality of work life in order to ensure that there is satisfaction among the labourers regarding the welfare scheme offered. From the study, it was found that the employees are generally satisfied with their welfare measures. The recreational facilities provided by the company are very satisfactory. There is a well managed grievance procedure in the organization. The working of employees union is satisfactory. In short, welfare facility together contribute to better work thus making employees happy and cheerful looking.

It’s a subliminal way to tell you that if you are not like them you are not cool yet so it’s time to buy the stuff they buy and look like they look. Another negative influence in teenagers that has grown over the last years is anorexia and obesity.

There are millions of adolescents fighting obesity, but at the same time they are exposed to thousands of advertisements of junk food, while the ideas image of a successful person is told to be thin and wealthy. Also more women are obsessive with losing weight even when they are not obese; there are many thin women that want to look like the super models and thin celebrities so they engage in eating disorders which lead to severe health issues and even death. Conclusion: Other than dress; many other aspects of culture have been sacrificed in favour of western influences.

Individual proprietors sometimes brought to their newspapers a crusader’s zeal for a particular cause or a diehard’s loathing for a rival” (Jeffrey 105). The Second Press Commission in 1982 tried to liberate the press from the monopoly houses. In 1995 the Audit Bureau of circulations had 165 newspapers as members, with a combined circulation of about 16 million copies a day. The top ten newspapers control roughly 50 percent of daily circulations in all languages. Bennett Coleman and the Indian Express own roughly 20 percent of daily circulations.

I will be exploring these cultural shifts in detail pertaining to India, a developing nation undergoing a grand cultural shift in part due to the rapid growth of satellite television in the 1990’s and its programming.

Television is unlike any other medium of mass communication in that its social effects are prominent, and able to prompt substantial change. The strong cultural influence of television on developing nations can therefore be linked to the following factors as outlined in the book “Media and Social Changes: the modernizing influences of television in rural India. ” First, television programming is easily accessible and inexpensive, which is mainly due to the fact that Indian television is sold inexpensively around the world after profits in its home market have already been made.

While almost 75 percent of India’s one billion people live in villages, their thoughts and actions consequently have a large influence on the country’s social, political and economic state. One of the most prolific changes in which can be linked directly to the influence of television is rise of consumerism in rural India. Just as we are enveloped with advertisements and endorsements which propel us to purchase that which we deem necessary, the same is true in rural India in which such things as blue jeans and hand cream have become necessities.

Villagers themselves acknowledge this growing need: “I want many things that my parents never had. I want a motorcycle and a nice colour TV; I want to eat mutton once a week instead of three times a year”. Through this illustration, it is evident that needs are certainly growing and it is due to television and advertisements that the economically dependent third world is now being internally pressured to make shifts that may not be financially possible yet incredibly desirable. Another growing desire of the rural Indian population is to become urbanized, leading to a shift in behavior and relationships.

Not only do these villagers want to mimic the representations of their urban counterparts by changing their attire and consumer goods, their attitudes are also altered as a result. Such phenomenon can be seen as a positive shift which allows modern attitudes to flourish, through which more sensitivity and emotion are finding their ways into the rigid caste system and competition, therefore adding sentimental value to various relationships. In the case of rural parts of developing nations, mediation may also be useful as a way of educating villagers about their own country.

The programs that are seen by the villagers are those which are produced in India yet reflect a Western undercurrent of values and lifestyles. The rural audience is therefore able to learn about other parts of their own country, which is useful due to the fact that many do not venture far from their village for touring purposes. Although touring the country may not be prioritized, with the glamorization of urban life through the media, many villagers are moving to urban centers in search for a better life. The mplications of such a shift are obvious in that the villages that are being abandoned are at a disadvantage, yet the urban cities have nothing to gain other than more overcrowding. Although the middle class in India is generally more urbanized and therefore more in touch with the globalizing effects of media, they resemble the villagers in terms of the effects of television on their daily lives. While villagers are enticed with what is outside their village, the urban middle class is able to see the correlation between the foreign and national trademarks. Multinational companies consistently attempt to associate their products with signifiers of the Indian nation, for instance through sponsorship of the Indian Olympic team in the 1996 Olympics or through more subtle references to specifically Indian conditions such as the monsoon season”. While conglomerates such as Pepsi and Coke are striving to merge the Indian identity with their brands by sponsoring sporting events and relying on Indian celebrity endorsements, the Indian audience fails to see that what they see as sponsorship for India’s pride is actually a mere scheme to boost consumerism.

It is therefore evident that just as the rural class is becoming increasingly commoditized, the middle class urban population is no different. Although many televised advertisements tug on the nationalized heartstrings, many direct correlations are also made between Indian cities and North Indian or European ones. In this sense, the existence of the Indian city dwellers is being justified on the basis of their city’s comparison to Western cities. It is through these processes that Indian’s are made to feel that they are being recognized, but the concern is whether this recognition is strong if it is formulated through comparison.

While many of these discrete messages are being transmitted through television and advertisements, they are transforming into ideals; and, just as the rural population is in search for an urban setting, the urban dwellers are looking towards Western societies for opportunity. According to static’s result India spends so much for their TV advertisements. In 2002 US $718 million was spent out of US $ 37,682. In 2003 US $848 million was spent out of US $ 44,413. Today’s children are besieged by manipulative commercial messages day in and day out, on TV, and even at school. Companies hire psychologists to help them target children and manipulate them; this is called the “art of whine-making. ” The bombardment of commercial messages has created a sense of chronic dissatisfaction in children and, many psychologists think that is has contributed to the increase in teen depression. In terms of programming, television shows are either Indian or Indian imitations of them. Programs targeted specifically at the middle class are often characterized by a hybridized language which combines Hindi and English. This mixture, termed ‘Hinglish’ by the popular media, combines Hindi and English in different television shows”. Through this very example it is evident that Westernized ideals are seeping into Indian mainstream media through the use of television. Moreover, an important shift to consider is that while English is becoming increasingly predominant, the non-English speakers are being marginalized and degraded in their own home country.

Secondly, the predominance of Hindi as the main language on television weakens the diverse languages spoken in India which have contributed to its cultural heritage for centuries. One of the most prominent examples of the hybrid of Indian and Indian culture is through the phenomenon of MTV and youth culture in India. “The two main foreign-owned music television channels operating in India, News Corporation’s Channel [V] and Viacom’s MTV have followed a market strategy of aggressive “Indianization. This has taken the form of programs featuring Indian film songs and music videos…” Although it may hold true that television which is geared towards youth may support Indian entertainment, these channels directly model the Indian versions of them; therefore, enforcing a global Indianized culture upon middle-class Indian youth. Consumerism is extremely prominent among this group due to the cultural icons represented through music videos and advertisements, along with their parent’s willingness to support such spending.

This seems to hold true as a characteristic of youth culture across the globe, which raises the question of whether this global identity was created to homogenize this particular group. Yet another concern that satellite television and its growing Western influence has brought about is the generational reformation of these viewers. “… graduate students of classical dance and mainly Telugu Channel [V] viewers and say that they have frequently experienced discomfort (and so have their parents)because of the growing trend of obscenity in Telugu film songs (including nudity, suggestive body movements, and “double-meaning” lyrics). Families were once able to enjoy programs without any discrepancy among parents and children, the ever growing influence of Western ideology that ‘sex sells’ in the media has transgressed into the Indian market, and led to reformation of the family unit, creating obvious distinctions between tastes. The new trends in television broadcasting may therefore effectively deconstruct the family unit as the Western ideals transgressing through Indian television are slowly creating gaps within the home.

Some young viewers of these provocative music videos seem to think that due to their promiscuous nature, that these television programs are also being aired in the West; however, it is this misconception that demonstrates the young Indian’s desire to be recognized by its Indian counterparts. This ideal requires placing cultural regulations on the backburner, meeting and enjoying Westernized standards and masking them with an overarching Indian identity, all in a subconscious attempt to escape that very identity. Study has shown Television viewing occupied 10. 9% of an adolescent time that is about 12 hours per week. 0% of this viewing occurred at home, 73% was done with other family members including 7% with grandparents, uncles, or aunts. This indicates that TV viewing is a typical family activity. Adolescents’ rates of viewing were correlated with mothers’ rates of viewing, with rates for both higher when mothers were unemployed. Adolescents’ TV rates were also correlated with fathers’ rates and with fathers’ type of unemployment. Study has prove, during TV viewing adolescents reported lower than average challenge, worry, and paying attention and higher than average choice, clam and relaxation.

In short TV viewing of the middle class Indian youth is a relaxed antidote to the stress of the day that they share with their families. Television has a major impact on toddlers it influences their viewing habits throughout their lives. Since toddlers have a strong preference for cartoons and other programs that have characters that move fast, there is considerable likelihood that they will be exposed to large amounts of violence. Children do not become full-fledged “viewers” until around the age of two-and-a-half. As toddlers, they begin to pay more attention to the television set when it is on.

They develop a limited ability to extract meaning from television content. At the age of eight, children are more likely to be sensitive to important moderating influences of television content, and will not become more aggressive themselves if the violence they see is portrayed as evil, as causing human suffering, or as resulting in punishment or disapproval. However, they are especially likely to show increased aggression from watching violent television if they believe the violence reflects real life, if they identify with a violent hero, or if they engage in aggressive fantasies.

One major group which television watching has effected is the age group between 5-13 years of age. Television violence is accompanied by vivid production features; preschoolers are predisposed to seek out and pay attention to violence—particularly cartoon violence. It is not the violence itself that makes the cartoons attractive to preschoolers, but the accompanying vivid production features. With this preference for cartoons, preschoolers are being exposed to a large number of violent acts in their viewing day.

Moreover, they are unlikely to be able to put the violence in context, since they are likely to miss any subtlety conveyed mitigating information concerning motivation and consequences. Preschoolers behave more aggressively than usual in their play after watching any high-action exciting television content, but mostly after watching violent television. Television watching and physical activity both are related to obesity. However this has been investigated mainly in children. Television viewing takes up 10. % of an adolescent’s time (about 12 hours per week) study proves. Children get glued to the television and do not exercise. They watch one program after another without giving them self’s a break. They do not even have half an hour to do any kind of physical activities. This finally results in obesity. Mass Media in India had to resist immense pressure from the government to be what it is today. The press had to face oppression during the freedom struggle as it was being successful in carrying out its duty to create a feeling of nationalism among the people during that time. Today in terms of Media, India is the second largest market in the world for newspapers, 18th largest country in broadband Internet users and 8th in the list of countries by number of television broadcast stations.

All of this achieved when Media has been free and independent with only few regulatory bodies at the realm. THE ROLE OF MASS MEDIA IN INDIAN DEMOCRACY: Every man needs food, clothing, healthcare and shelter for his physical survival. Similarly communication is regarded as an indispensible factor for the social welfare of people. In this 21st century every individual is keen to be updated with the latest developments in all walks of life. It is here where the mass media comes into the picture which aims to reach out to a very large audience.

It carries out its functions through advertising, marketing, propaganda, public relations and political communication. Mass media is now considered as an effective tool for advocating business and social concerns. But what role does media and information play in a democratic society need to be examined as there is still a dispute regarding the significance and magnitude of mass media in Indian society. Every citizen is entitled to have free access to the knowledge and information they require.

The democratic political system depends on the efficient, accurate, and complete transmission of social, political, and cultural information in society People should be able to discuss matters of public interest with their equals in order to influence the actions taken in our nation. This ensures genuine participation of individuals in matters of public interest which is in fact the essence of democracy. AN OPTIMISTIC APPROACH: A democratic society permits freedom of speech and expression. The lack of media literacy among the pubic also makes matters worse. The common man and the celebrities express their opinion, but usually there is no measure taken after that. The issues discussed become stale and after a week a new storyline creeps in bringing in hope and opening up a new avenue. Gone are those days when preferences were given to the selection of news. Media does not believe in newsworthiness anymore. There is a wide opinion among people that media is no more interested in creating citizenship. Political parties started their own channels to highlight their achievements and political news was more about personalities than about their ideologies. Forgetting its responsibility to educate the masses media is busy transforming citizens into spectators by offering them pure entertainment. The interests of the advertisers did not coincide with readers, listeners and viewers. Advertisements occupied the pages in newspapers. Media was concentrated on promoting an event or a latest movie which is yet to be released so as to increase its box-office collection. If media was left with the option of choosing between either its functions or its survival it would have chosen the latter. Similarly, with the recent uproar of music-based television, Indian youth culture is flourishing into an ‘Indianized’ group which depends on Western ideals to propel their tastes. This consequently, is creating drifts within the nuclear family structure, and producing a generation gap. Margaret Szasz traced the evolution of federal American Indian educational policy during a critical p of time beginning with the Meriam Report in 1928 through the Kennedy Report of 1969 and the consequent passage of the Indian Education Act. These reports which resulted from intensive government sponsored studies of conditions in American Indian life, provided the impetus for important changes in Indian Administration and ultimately influenced a federal policy shift away from the earlier assimilationist ideology toward a culturally pluralistic perspective which fostered the possibility of self determination for American Indian nations.

In American Indian education from 1928 to 1973 there are two types of studies that have become popular. These are historical monographs on regional or tribal education and general accounts of contemporary Indian schooling. The Meriam report suggested that education should be the primary function of the Indian bureau. It advised that Indian education be geared for all age levels and that it be tied in closely with the community.

It encouraged construction of day schools to serve as community centers and proposed extensive reform of boarding schools, including the introduction of Indian culture and revision of the curriculum so that it would be adaptable to local conditions. In addition, the report attacked the physical conditions of the boarding schools, the enrollment of preadolescent children, and the inadequacy of the personnel. It recommended that salaries and standards be raised and that a professional educator be appointed Director of Education.

The Great Awakening, within certain very marked restrictions and with correspondingly limited consequences, was probably the first such period after colonial institutions had taken a settled shape. Accordingly it is chronologically the first to appear in the pages that follow; and because it’s religious character merges with the theme of the attitude of the state towards the individual’s moral identity, giving the subject an inherent unity which bears on all other aspects of equality, two separate chapters are dedicated to that dilemma.

The American Revolution and its consequences composed another period of upheaval. For all the rhetoric and invocations of principle that accompanied the election of Thomas Jefferson in 1800, and the policies of Andrew Jackson from the early campaigns for his election through his veto of the Bank bill and other pronouncements to his retirement in 1837, the administrations of these publicly dedicated reformists did little to deflect the advancing inequalities that characterized the distribution of wealth and all that followed from it.

The Jacksonian affirmation could be described in terms of the comparatively new concept of equality of opportunity, an imperfectly digested notion which actually conflicted with other egalitarian precepts, held by some of Jackson’s contemporaries to be of even more urgent importance.

It was only with the tremendous upheaval wrought by the Civil War, and then after more moderate policies had failed for political reasons that the principle of the equal protection of the laws, with all that it could be held to require in making sure that the laws themselves were genuinely equal, was written into the Constitution and transformed from a common and weak ideal into a optimistic commitment of government. The language of equal protection, however, soon proved to be as flexible as the blurred idea of equal prospect.

Soon after achieving the modest and, as it seemed, short-lived triumphs of the Fourteenth and Fifteenth Amendments, egalitarians lost their grip on American development more completely than ever before. The idea of equality thus revealed over the two hundred years of the nation’s independent survival a tenacity which afforded a strange kind of glamour to American claims and pretensions, and a kind of explanation to the offer or threat of social justice which America had always seemed to hold out to the common people in face of the empires, monarchies, priesthoods, and social hierarchies of the Old World.

This tenacity of egalitarian principles owed a great deal to the historical structure of American institutions and to the formal and constitutional beginning of the American nation; and in the same way the idea owed much of its strength to the fact that equality had entered into the language of justice in a more explicit and more public manner than in most simultaneous political systems.

The movement in this course, through which equality began to define the obligations of government to the people, had its deeper origins in the nineteenth-century America, gained power to affect the character of religious, legal, and political institutions in the middle of the nineteenth century, and emerged in the higher reaches of popular thought as a successor to the idea of the Great Chain of Being. The motivation to provide a public school education for all children was twofold. First was the desire to indoctrinate them with religious teachings to assure the continued existence of a devotee and moral populace. A second motivation for providing public education was the need to educate for social, economic, democratic and national reasons. There was a common belief that the democratic representative government would fail unless the state took a real responsibility in educating the children of all people.

Common schools at this point were in bad shape, they were poorly attended, and basically taught by whomever available. The direction of education at this time was influenced by the teaching methods of Prussian schools, as developed by Pestalozzi. These schools were opened through all over the state. The shift towards accountability, outcomes, and higher expectations in our schools is leading us in the right direction, although we recognize that schools face legitimate difficulties during this change process.

But the response to these challenges should not be to back down on expectations for students with disabilities and those who have been perceived as unable to meet the standards. Policymakers and practitioners must remain committed to the goal of closing the achievement gap for all students. To lessen this commitment would be to return to the days and the mindset that only some students could and deserved to be taught to high standards.

We now know that by setting high expectations, and helping students, teachers, administrators, and family members reach those high standards, we can close the achievement gaps for all students. The educational landscape for students with disabilities is undergoing vast changes. Thanks to the Individuals with Disabilities Education Act (IDEA) and its push for increased access to education for students with disabilities, and the No Child Left Behind Act (NCLB), with its push for improved student outcomes, educators across the U. S.

are reexamining their practices to find ways to close the achievement gaps between groups of students. Students with disabilities are a focus of this attention, as schools and states labor to improve their academic outcomes. The Progressive Era 1890 – 1950 The Progressive era has long been noted as an era of national administrative expansion combined with the growth of newer progressive and egalitarian idealism. One would expect this era to be one of great expansion of the central administrative capacity in the area of education as well.

Curiously, this outcome is not what we find. Through this effort to discern the history of these achievements, we look into the history of two countries which exhibited growth politically, socially, economically and such.

In lieu with this, we shall first determine the history of Britain as a political institution. Britain is characterized with a Parliament political institution. It was a form of government developed over a hundred of years and during the early centuries; the country was ruled by two different Houses, the Commons and Lords.

With this development, there was a shift of equal possession of power between the Parliament and the monarchy that had changed the country drastically. Parliament as a political system originated in the 12th century when King’s councils were held which includes barons and archbishops. Their main concern at that time was regarding taxation of the people and judgments. But over a period of time, the role has changed into a formal one that had knights representing each country. This started the emergence of the House of Commons in the Parliament.

The term “Parliament” was used during the early century to describe the meetings held by the House of Commons. The Parliament has the essential role in scrutinizing the work done by the government. This involves rigorous debates, essential inquiries and other processes by which it could examine the extent to which they can challenge the government. It also has the responsibility of the legislative role. This process was seen very effective because at most times, the civil society was taken aback by the lack of good governance from the monarch institution. There arose the need for another political institution to govern the country.

The Parliamentary system holds the majority constitutional power to exercise its role in the society and was perceived to have made the monarchy as a symbolic political institution rather than the traditional stance it used to hold. Russia had been ruled by dictators for more than hundreds of years. in the 1980’s however, Mikhail Gorbachev committed its leadership in political reforms that aims to allow competitive elections, liberalization of the press, the conception of political parties to challenge different political ideals and the ascendance of a civil society.

When the Soviet Union collapsed in 1991, it was evident that Russia was taking a more independent role in pro-democratic political institutions through various reforms. Russia is torn between the transitory periods of dictatorship to democracy. The initial step to become a democratic country was initiated by Gorbachev, eventually; Russian President Boris Yeltsin held this idea in his leadership. But the step taken was taken was challenged gravely by the political institution itself that was not used to the independence these two presidents were trying to achieve.

Until, Vladimir Putin, the incumbent President constitutes this initiative and desired a more aggressive role towards independence of Russia and democracy. Putin was very influential and was perceived as a political maverick of Yeltsin. he was even perceived as both the continuity and change of Yeltsin’s leadership. Putin was very much like the past Russia but definitely has the intention to break from it. In his leadership, Russia underwent dramatically transformation.

A proof of a pragmatic manager, he was able to tame the Russian elite and arrogant tycoons, supported the economic reforms of started by Yeltsin and has a pro-Western stance in his policies. This had greatly affected his role as a leader who would open Russia to the world and to the ideas of democracy. However, there still remains his distrust of the major democratic institutions and is very much concerned over taking control of the society. To sum up his style, Putin is an authoritarian that incorporates his economic liberalistic ideals that aims to define Russia as pro-democratic in the modern society. The Difference in Governance

In determining what these two countries share and differ may be attributed not only because of the countries geographical differences but also in their own respective culture. In an article written by Heintz (2007), during the young succession of Putin as Russian president, he met with Tony Blair, then Prime Minister of Britain, in Moscow. The meeting was deemed as a starting point of a very good relationship between the two countries. But this never did occur. Both countries are addressing how the other had disrespected or misunderstood the other. The first thing we determine is the difference between their government traditions.

Britain, being a Western nation with a long democratic tradition contradicts the attitude of Russia which for so long has shown discomfort on the idea of democracy and had a long deep suspicion of the West’ interest and motive. In present time, Britain maintains its commitment to exercise democracy while Russia is opening itself up, making efforts to reach out to the West with some form of common ground. At one point during the War on Terror staged by the United States, Britain and Russia staged an alliance to fight and condemned the proponents of the mass murder and provide tougher measures against Iraq.

Let us discern the concrete comparison between the two countries through the event that signified how different they are. As an example, the war in Iraq greatly affected the relationship of the two and provides a great scope of the two countries comparison. At one point, Russia denounced the beginning of the Iraq war; Russia resented Britain for granting asylum to Putin’s opponent Berezovsky. Britain on the other hand encouraged the so-called “color revolutions” in Georgia and Ukraine that disrespected Russia and was seen as an undermining effort to Putin’s regime.

Russia went further by accusing Britain of spying and funding Kremlin-critical organizations. To add more to the tension between these two countries, one former Russian agent named Alexander Litvinenko was found to be dead due to poisoning in London. All these accounts show the difference in political traditions of both countries. Russia, being used to the dictatorship and superiority of political leaders throughout its history greatly puts emphasis on their leaders’ credibility. Without any question and unruly remark, the leader is chosen because of his wisdom and effective governance.

Russia is described as very suspicious of other people, especially with other countries because of its great desire to protect their own country. Then PM Blair had made his efforts to reconcile with Russia, but with the new governance of PM Brown, a new issue arises as he expelled four Russian diplomats as retaliation to Russia’s refusal to extradite the suspected murderer of Litvinenko. Political analysts see this situation as a recurrence of many other grievances brought out by both countries.

Russia, being very decisive and strong against its opponents, do make necessary actions to make their enemies pay, or even be accountable to whatever bad reputation or any bad image it had generated. CONCLUSION: Both Britain and Russia certainly have their distinct character in their own political institutions. While Britain maintained their distinction between the two houses, representing the Parliamentary system and the monarch authority, they have yet to settle their difference in ideas and political attitudes through the debates held by the Parliamentary body only.

We realize now that the monarchy basically becomes a symbolic political institution and does not have any active role in the governance. Maybe that is the reason why the country had achieved success or maybe it is the cause of many of its downfall. In Russia however, the situations concerns the political idealism and form itself. For many years, the country was led by dictators. In recent years, after the abolishment of the USSR and the attempt to democratize the country, somehow the situation becomes difficult for the leaders themselves.

As they try to liberalize their ideas and give freedom to their people, the past traditional political institutions they had adhered to comes to haunt them and cast shadow in their country. While many political, social and cultural reforms aimed to address the goal to become a democratic country, the current leader is perceived to be just continuing the past and not really disowning the authoritarian government Russia was accustomed to. As mentioned, this can be deemed as either a threat or a benefit for the civil society.

Maybe in the end, history can only distinguish which country is better, but today, we must look into their different situation and realize that both Britain and Russia had become successful and considered as one of the first world nations because of the efficacy of their governments and implementation of political idealisms. In all these analysis between the two countries, one very significant comparison that can be made is that Russia is very aggressive and very driven to protect their own county’s interest.

They do not care about other countries or Britain in particular because they know their strength as a country. Suspicions on the Russian part and the tremendous affect the dictatorship method of political ruling in Russia had gravely affected their ability to trust other nationalities and form foreign relationships with their neighboring countries. To that, Britain’s democratic and optimistic political institution can not jive with.

The sense of commonality and agreement between the two political institutions differs gravely in history and experience, thus having the future of these two countries in sound relationship may seem a little distant for now. Outline and assess Functionalist explanations of the role of the education system.

As a theory which places heavy emphasis on the analysis of institutions and their relationship with society, especially with regards to the functions of institutions, Functionalists place a significant amount of focus on the education system. However, this perspective is not always accepted, it’s macro theory approach is often seen as too wide bearing to be applied to the study of the education system as well as critics which dispute the functions of the education system as portrayed by functionalists.

Nevertheless, its macro theory approach puts the education system in context and is therefore a theory which is notable when discussing the role of the education system. Firstly, it cannot be ignored that one of the main principles of the theory is that society is based upon consensus, – agreement between norms and values. As an institution of secondary socialisation, Functionalist theorists see the education system as one of the main institutions which help to achieve value consensus within society, allowing society to operate in a smooth manner.

Durkheim suggested that the education system is an institution which helps to create a “collective consciousness”, uniting society into one body, with the system creating “social beings”. As put forward by Durkheim, the education system helps to achieve this through the National Curriculum, brought in by the Education Reform Act 1988, which helps to create shared values amongst all pupils throughout the country.

Furthermore, Durkheim suggests that subjects made compulsory through the National Curriculum such as History and Religious studies help to enhance cohesion and social stability, minimising conflict within society through value consensus,- keeping social order. In this sense, Functionalism places significant emphasis upon the education system as an institution which contributes to the wellbeing of society.

However, it may be that in reality value consensus does not exit, as today the diversity of society means that there is not agreement about norms and values. Ethnic and cultural diversity may therefore be attributed as factors which mean that the education system is not an institution which unites society, as it may not be able to change the norms and values instilled upon members of society by other forms of socialisation, such as the family or the areas of media young people are exposed to.

Although, in defence, it is very much true that educational establishments do aim to create a “collective consciousness” through individual school ethos’s and uniforms, which are in operation to reduce conflict within society. Critically though, these could be seen as polices which aim to stabilise the school learning environment, as opposed to society.

In addition, it is true to say that the inclusion of Citizenship is evidence that the government and educationalists are aiming to use education as an institution which aims to promote social cohesion, and indeed “social beings”. Perhaps it could also been seen, that in terms of the relationship between education and society, that the education system cannot necessarily make up for the diversity of attitudes within society,- to what degree can the education system compensate for differences in values and shape behaviours and attitudes?
