As one study puts this problem: “While community policing promises an expansion of the professional role which will be appealing to many police officers, it also requires experimentation with major changes in the way in which officers and their departments think about and organize their work.” (Riley J. 1997)

The effective implementation of community policing often requires fundamental changes in the way police offers have traditionally thought about their work and the way that many police department are organized. This also implies that the strict hierarchical structure of many police departments also has to be changed to align itself with the demands of a closer cooperation with the community. All of these changes are often initially difficult to implement and an integration period is often necessary. This often necessitates that,

Police departments must convince their patrol officers that it makes sense for them to take community policing seriously, if a successful transition is to take place. In this context, administrative decisions about organization, resource allocation, and the promotion of individual officers shape the understanding of patrol officers in important ways.”

Adjustment problems may also take place from the point of view of the community. This is especially the case with minority communities, where prior suspicions and misunderstandings about new forms of policing may arise. However, it is mainly in the area of planning and organization, which are crucial elements in the implementation of effective community policing, that problems occur. “Problems associated with planning and coordination which characterizes the beginning of any organizational change was among the most frequently expressed concerns of the officers…” (ibid) In a study by John Riley entitled Community Policing: Perspectives from the Field, it was found that many officers felt that there was a “lack of direction” in the move towards community policing. (ibid)

Another potential practical problem that has been encountered is that the policing area may be very large and therefore require more officers than would normally be the case in conventional policing activities. . “… it takes a whole lot more cops to do community -presence work. Suburban counties are often big.” (Reed 2)

A further aspect that has been mentioned in many reports is that if community policing does not function optimally then the blame may be directed to the police force, making the situation more difficult and complex than before. “If community policing is not able to accomplish a solution to all the communities’ problems, it could easily become the scapegoat for an array of community related problems.” (Community-Oriented Policing: Blessing Or Curse?)

The above are only a few of the most important issues that face community policing. While this method of law enforcement is ideal in that it optimizes the most effective relationship between the community and the police force yet, in the initial stages, it can present many practical and logistical problems. However, once these problems have been overcome, community policing often proves to be a highly effective form of law enforcement.

Issue of Problem Facing the Welfare

Perhaps no other child-serving systems encounter a higher percentage of children with a trauma history than the child welfare system. Almost by definition, children served by child welfare have experienced at least one major traumatic event, and many have long and complex trauma histories. Children in the child welfare system, especially those in foster care, have a higher prevalence of mental health problems than the general population. Abuse and neglect often occur with concurrent exposure to domestic violence, substance abuse, and community violence.

These children also often face the additional stressors of removal from the home, multiple placements in out-of-home care (foster homes, shelters, group homes, residential treatment facilities, kinship placements), and different schools and peer groups. Research shows that exposure to trauma can increase the risk of experiencing multiple types of trauma, known as polyvictimization or complex trauma, with increased likelihood of adverse traumatic symptoms. CWLA is committed to ensuring that children and their families are provided with effective trauma-informed services that lead to their optimal well-being.

In the winter of 2012, CWLA will devote a special issue of its journal, Child Welfare, to addressing the effect of child traumatic stress on children, families, operations, and staff within child welfare. Of particular interest are articles that address the following: Trauma-informed, evidence-based innovative practice and policy across the spectrum of child welfare services including prevention of child abuse and neglect, family preservation and support, child and family protection, placement, and permanency services Trauma-informed, evidenced-based mental health practice within the child welfare system (e. g. screening, assessment, and treatment) Trauma and evidence-informed strategies and practices that improve the social and emotional well-being for children involved or at risk of involvement with child welfare who experience trauma and/or exhibit trauma symptoms Culturally responsive models for youth, family, and community engagement in developing trauma-informed child welfare practice, policy, and systemic improvement Prevalence and impact of secondary traumatic stress on child welfare staff and evidence-based interventions indicated for secondary traumatic stress Role of cultural issues and cultural competency on developing trauma-informed child welfare ractice, policy, and systemic improvement Data collection, empirical investigation, and evaluation of the effects of identification, referral, and treatment on the safety, permanency, and well-being outcomes of children exposed to traumatic stress involved with the child welfare system Effective cross-system collaborations between child welfare, education, mental health, and juvenile justice systems in identifying and addressing the impact of trauma on children and families served by multiple systems While there are many promising practices emerging regarding the response of child welfare to address child traumatic stress, there is a need to document and share knowledge and experiences more broadly. Immigration Problem in Istanbul

The immigration problem has always been one of the most important debated issues in Turkey, especially after1950s. It makes big cities more crowded and it also brings many problems together. These problems include economic, social, and environmental issues. Particularly Istanbul is in a great danger with the huge rate of immigration it takes. The city has not enough area for sheltering its continuous growing population as it has not also enough resources to feed them.

It is very unhealthy to enlarge as rapidly as Istanbul with immigration because it brings economic, environmental, and social problems. Istanbul is the most urbanized and crowded city of Turkey. For almost 20 years, it takes internal migration with its economic and social opportunities; therefore, the city, which becomes one of the urbanized cities around the world, grows in an uncontrolled manner day by day. The population of Istanbul, which was not even 1 million in 1950, is now over 14 million.

After a rapid industrialization, a high level of immigration is normal and unavoidable for cities and it has some advantages as providing labor force but the migration to Istanbul get over the limits. According to Istanbul Governorship’s data, over 62% of people who live in Istanbul were born outside of the city. Since it is common that Turkish families are crowded, most of immigrant families have more than two children generally.

This year, the prime minister of Turkey, Tayyip Erdogan advised the community to make at least three children in order to protect the nation’s young population, at the time of his speech about International Women’s day. The elite class of Turkey may not affected by these events but the rural side of Turkey, and the lower class of the cities, mostly immigrants are influenced by the people whom they see as their idol. According to the high fertility factor, the native Istanbul population has become a minority in their homeland (Erman 541).

It causes many identity problems beside its social and economic aspect. The mass migration to Istanbul caused economic problems such as inadequate shelter and unemployment. In “The Human Declaration on Human Settlements”, it is underlined that deterioration of conditions of shelter and human settlements particularly in developing countries has reached crisis proportion (591). As we know that Turkey is a developing country with its industrializing economy, the problems as I mentioned above are common in Turkey, especially in urbanized cities.

Istanbul, the most industrialized city of Turkey, owns problems related to the excessive population concentration such as homelessness, increasing poverty, unemployment, inadequate resources, lack of basic infrastructure and services (592). Migrants who come to Istanbul for its job opportunities generally belong to the low educated agrarian society. They come to this big city with the dream of being a part of rich and modern urban. However, migrants compose the lower class of Istanbul with their lower education and economic situation.

With their inadequate qualifications, they can work in low wage jobs. The squatter settlements issue begins with this problem. People who can’t earn enough money to buy or rent apartments they live in squatter settlements. Moreover, the other side of Istanbul, the welfare class which manage the industry becomes richer continuously. Because of this dual economy in Istanbul as all other urbanized cities in third world countries, the difference, and consequently the tension between rich and poor increase continuously.

The labor class, which works hard, however cannot sustain their family become more aggressive day by day. The bloody 1 May (Labor Day) incidents can be explained with the rebel of this class. Crime rate. The mass migration to Istanbul and the rapid social changes occurred in the city caused the problematic issue “integration” of rural migrants into the urban society (Erman 541). They move into Istanbul, they become physically “urbanite” but since they cannot accommodate themselves in city life, continuing their rural traditions, they cannot become urbanite socially.

They resist changing or they are forced to be an alien. As they live in communes, generally in squatter settlement areas, with the group psychology, they live their own culture as a synthesis of the rural and the urban. As they cannot become an urbanite, they don’t detach their relations with their rural villages and community. The concept of “hemsericilik” in Turkish language, it means clientalism, became one of the most important characteristics to evaluate a person. Largely, migrants compose the lower class of Istanbul with their lower education level and economical conditions.

Their economic situation and their education have a strong correlation. Since their language and qualifications are lower, they cannot find high-wage jobs to increase their economic level. Poverty strengthens the alienation of them. They see the luxurious houses, cars, and lifestyles on the streets or on TV and as they can’t reach this lifestyle by working, they start to search the short way to own this shining life. The growth rate of crime in Istanbul is the result of this desire.

Which Has Posed the Greatest Problem for Singaporean

In a multi-ethnic and multi-religious society like Singapore, there is a need to manage the racial and religious sensitivities and promote tolerance and harmony. In addition, there is also the need to build national identity by instilling a sense of belonging. Therefore, there is a need to identify the most important problem out of the three and then solve it. The first problem is managing the perceptions of different racial groups. There is a need to manage this problem as preconceived notions of biased treatment by the government against any racial group could lead to the outbreak of violence among the different communities.

For example, in 1964, Singapore experienced race riots which resulted in 36 dead and 590 injured. Singapore was in Malaysia then, and the UMNO felt threatened when the PAP participated in the 1964 Federal elections. The UMNO then led an anti-PAP campaign in the medium using the Utusan Melayu, claiming that PAP’s rule disadvantaged the Malays and that Malay Singaporeans remained poor under PAP’s rule. They also claimed that PAP was uprooting Malay families in resettlement projects. Some UMNO extremists even came to Singapore and made fiery speeches that angered many Singaporean Malays.

In July 1964, during the celebration of Prophet Muhammad’s birthday, a clash between a Chinese policeman and a group of Malay participants turned into a full-blown race riot over the next few days. This shows how the perceptions of unequal treatment towards the different races can cause suspicions, distrust and even hostility among Singaporeans, even if these perceptions are not based on facts. Therefore, this problem must be managed to prevent any outbreak of violence among citizens. The second problem is managing the perceptions of different religious groups.

There is a need to do this as differences in religious beliefs and practices are issues that can create tension among people in Singapore, especially if it has been perceived that the concerns of a certain religious community have not been considered. This is shown in the Maria Hertogh riot during 1950. Maria Hertogh, born to Dutch-Eurasian parents was adopted during the war by an Indonesian Muslim woman, Aminah, as her parents were interned by the Japanese. After the war, the Hertoghs launched a legal battle for the custody of their daughter. The custody battle attracted intense media attention worldwide.

The judge ordered that Maria be placed temporarily in a Catholic convent while the trail was taking place. Photographs in newspaper of Maria, who was raised a Muslim, in a Catholic convent before a statue of Virgin Mary affected religious sensitivities and angered the Muslim Community as they felt that their religion was not respected at all. The British courts gave custody of Maria to her biological mother. Upon hearing the judgement, huge crowds outside the court rioted, convinced that the colonial laws, the courts and the legal system was prejudiced against the Muslims.

The riots showed that if issues with religious implications are not handled in a sensitive manner, hostility and distrust could occur among people. The last problem is managing the threats from external forces. This also needs to be managed because transnational terrorist groups tend to exploit religious or race issues in order to achieve their political aims, suspicion and tension may arise among people in multi-ethnic societies like Singapore. For an example, the Jemaah Islamiyah (JI) is a militant group which has been active in the Southeast Asia. Its aim is to set up an Islamic state in Asia.

Some of its activities include fund-raising and purchasing materials for making bombs. From 2001-2002, 34 JI members were arrested under the Internal Security Act for their involvement in terrorist-related activities. Targets in Singapore included the US embassy and some government buildings. Following the arrests, there was some mixed reactions from Singaporeans who were prepared to do harm in the various ethnic communities. Shocked that there were Singaporeans who were prepared to do harm to innocent civilians, some members of the public expressed distrust towards members of certain communities.

This shows that managing external threats poses a significant challenge, as it has potential to divide people along racial and religious lines. All in all, I feel that the problem that has posed the greatest threat for Singapore in ensuring social harmony is the threat of transnational terrorism. As it can cause distrust between both religions and races while the other two can only either cause distrust among religions or races. In addition, if they manage to overcome the threat from external forces, citizens will be able to trust each other and violence and distrust will not breakout.
