PUBLIC ADMINISTRATION RESEARCH PROJECT

Guidelines:
The class members have been assigned to two groups, Groups A and B. Your assignment to a group was based on your past experiences and current employment. This will allow an array and range of experiences and skills within each group.
The following guidelines will apply:
1. There is one case scenario regarding the unrest in Portland, Oregon, that occurred in Summer 2020. Please read “PA RESEARCH PROJECT.” Some details are highlighted herein. You are also strongly urged to read and reference relevant sources.
GROUP A
2. You are an employee in the U.S. Department of Homeland Security. You are assigned to the Office of Federal Emergency Management Administration (FEMA). Utilizing the six steps in case analysis and the NPM, identify the public policy and administration issues pre-Portland unrest, during, and post-Portland unrest. Also, include your assessment of the relationships with the City of Portland mayor and his staff, the State governor and other state representatives, Portland congressional representatives, and appropriate coordination of various federal agencies under the U.S. Department of Homeland Security. What are your recommendations?
GROUP B
3. You represent the City of Portland’s mayor and his staff. You also represent residents of the local communities, local businesses and nonprofits. Utilizing the six steps in case analysis and the NPM, identify the public policy and administration issues pre-Portland unrest, during, and post-Portland unrest. Also, include your assessment of the relationships with federal and state officials. What are your recommendations?
Groups A & B
Although this research project primarily focuses on federalism, your assignment is to also present perspectives and assessments of the relationships between government (federal, state and local officials’ interactions with businesses), business (private sector employers and their roles), and, society (private sector employers, nonprofits and residents).
4. The number of pages for the research paper will be a minimum of 10 and a maximum of 12 double-spaced typed pages.
Page 1 is the Cover Page/Title Page.
Page 2 is the Table of Contents.
Pages 3 through 9 should be formatted as closely as possible to reflect the six steps of case analysis as
presented on pages 3 and 4 of the “PA RESEARCH PROJECT.” An excellent research paper also includes an
abstract and Conclusion (consisting of a summary and a minimum of three or four recommendations),
The last page of the research paper will be the list of References/Sources. For such research, it is strongly
suggested that you have a minimum of 10 to 15 references/sources.
