The government needs people who are able to communicate in other languages, people who can understand different cultures and analyze critical content and ideas from other countries.

Projections for the total numbers of speakers of various languages for the year 2050 indicate that Mandarin will surpass English (Byrnes 254). Thus, it is likely that trade and diplomacy will be increasingly conducted with those who speak languages other than English, such as Mandarin. In 2000, the Center for Applied Linguistics conducted a study to collect data from 19 countries on their foreign language programs and methodologies so that the results could help improve language teaching in the U. S.

Those countries were Australia, Austria, Brazil, Canada, Chile, Czech Republic, Denmark, Finland, Germany, Israel, Italy, Kazakhstan, Luxembourg, Morocco, Netherlands, New Zealand, Peru, Spain, and Thailand. Some of the recommendations drawn from the study results are: 1) start language education early; 2) push for stronger federal leadership in language teaching; 3) improve teacher education; and 4) take advantage of the rich sociolinguistic context in the United States (Pufahl and Rhodes and Christian 3).

Starting language education at an early age will lead to higher levels of language proficiency not only in one language but also in multiple languages. Based on the survey, most countries begin foreign language instruction in the elementary grades, while most schools in the U. S start at age 14. In Arizona, foreign language courses are not a requirement. According to Jill Campos, World Language Academic Coach for the Scottsdale School District, “foreign language is introduced for a semester at 6th and 7th grades as an exploratory course.

Eight graders can take the first year of a world language for high school credit and continue, if they so choose, through the 5th year”. Researchers at the University of California, Los Angeles (UCLA) report that “the language areas of the brain seem to go through the most dynamic period of growth between the ages of 6 and 13” (qtd. in Talukder 3). The UCLA study instead suggests that “the elementary and middle school years are the biologically most advantageous times for acquisition of a second language” (qtd. in Talukder 3).

It is during the first years of life that “the foundations for thinking, language, vision, attitudes, aptitudes, and other characteristics are laid down,” says Ronald Kotulak, author of Inside the Brain (qtd. in Dryden and Voss 266). Studies of the brain show that a second language is stored in the same part of the brain as a first language when learned by age 8. After that age, a second language is stored in a different part of the brain. However, simply introducing a program at the elementary level is not enough.

The second recommendation is that a successful language program has to be consistent and coherent among all organizations and educational sectors. The federal government can provide leadership in developing long term policies for enhanced teacher training, incentives for school districts to offer early language instruction, and conduct long term research on language education (Pufahl and Rhodes and Christian 16). Effective teaching strategies must be implemented such as foreign language as a medium of subject instruction, immersion or dual-language programs.

Foreign languages should have the same status as other core subjects such as math and reading and they should be carried through elementary to college (Pufahl and Rhodes and Christian 17). The third recommendation is enhanced teacher training. Based on the survey results, teacher training that integrates academic subject studies with pedagogical studies and teaching practice, was one of the most successful aspects of foreign language education in their respective countries (Pufahl and Rhodes and Christian 10).

The fourth recommendation is that educators need to take advantage of our ethnic diversity by promoting the learning of heritage languages. The United States is one of the world’s largest Spanish-speaking countries; however, we don’t capitalize on this powerful human resource or in any other heritage languages. The majority of public schools don’t offer programs for immigrant students to build on their home languages even when there’s a large group in the community who speaks the same language.

Promoting strong bilingual programs such as dual-immersion where half the students speak another language than English and both groups study together and become bilingual in both languages of instruction (Pufahl and Rhodes and Christian 19). A major change needs to happen in the United States in regards to foreign language education, from the national to local level. Besides personal and academic achievement, being proficient in foreign languages is extremely important for international trade, diplomacy, and national security.

It is important that the federal government creates a sizable budget for language education and establishes foreign language as a core subject. Educators and teachers should benefit from the country’s sociolinguistic context and promote bilingual programs that capitalize on heritage languages. Schools should create long term programs so that students can continue their foreign language education all the way to college if they so choose. Explain why the Environment is such a discursive subject

It is a fact that the planets weather is becoming more erratic, and ultimately warmer. The causes of the changes to our weather system are undeniable, but the real debate is if they are entirely man made. Evidence of carbon emissions increasing is available, but there is no “smoking gun” that categorically proves that the two are linked (sceptical science website – accessed 20/04/11). Until this can be proved beyond doubt one way or the other, people will disagree on mans impact on the earth.

Since the Industrial Revolution of the 19th century there has been a growing concern on the impact of economic development in nature (Moran, 2005, p338). Different individuals and different political parties will have differing views on the impact and relevance of environmental issues in the modern political world. Despite the awareness of the issue, environmental issues would not enter mainstream politics until the 1960’s. Previously there was little thought given to the natural resources consumed by man, but in the modern world their finite nature has been realised (Bentley, 2006, p137).

By the late 1980’s all mainstream political parties would have adopted and developed their own environmental agendas (ibid, p138). Pressure groups such as Greenpeace, the CND, Friends of the Earth and the World Wildlife Fund were campaigning in the UK and around the world during the 70’s and 80’s in order to bring the environmental agenda to the political forefront. But it was not just pressure groups bringing environmentalism to the political landscape, but also a whole new political party.

The Green party was started in 1985 with the aim of moving politics away from what it felt was the continued pursuit of economic growth and focusing more on clean sustainable living (Moran, 2005, p338). The Green party has continued to rise since it’s inception. The party currently has 109 elected local councillors, 2 European MP’s and in the May 2010 election gained their first seat in the when party leader Caroline Lucas won Brighton and Hove (Green Party Website – accessed 20/04/2011).

With the Green parties growing influence in British Politics, the real threat of global warming, a globalized economy and the existence of more and more pressure groups, we can be assured that the environmental agenda will remain in British Politics for many years to come. There are many examples of environmental campaigns that have already been and gone and the results of which can still be seen today. In 1982 and Englishman named Des Wilson began a campaign called CLEAR, with the aim of reducing the impact of lead pollution from petrol.

Lead pollution was known to have serious impact on the health of young children, as well as the environment as a whole. Fortunately for the members of CLEAR, the campaign had already begun to reduce lead pollution in the UK. These campaigns had support in some very influential places. The Royal Commission on Environmental Pollution had already stated its desires for lead free petrol, and the German government had been appealing to the rest of Europe over the danger to German and other European forests.

A European Union directive shortly followed and the majority of Western states installed lead-free petrol in their petrol stations by the end of 1983 (Leach, 2006, p423). In 1972 International think tank “the club of Rome” published a book called “The Limits of Growth”, and warned that the existing economic growth was putting a serious strain on Earths natural resources and warned of an impending catastrophe for mankind.

Awareness of environmental issues was growing in Britain too, with the National Trust, the Council for Protection of Rural England and the RSPB some of the long standing organisation’s joining the environmental campaign. Also, newer groups such as Transport 2000 and the Centre for Alternative Technology sprung up and joined many UK affected and/or based campaigns (Leach, 2005, p424). There is little doubt that the campaigns of these pressure groups helped to bring the environmental agenda to the forefront of British Politics.

Environmental issues will affect all other policy areas of political parties and governments in a way that few other issues can. As stated previously with the CLEAR campaign, the effect of placing lead free petrol on the petrol station forecourt would of been non-existent had the lead-free petrol been twice the price of leaded fuel. As such, the British government encouraged the switch by placing reduced taxes on unleaded petrol, so the impact of making the environmentally conscious policy affected taxation in 1983 (ibid, p423).

Any new development of roads, rail track or real estate will need to go through certain environmental checks prior to any planning permission being granted. An excellent example from recent times of environmental issues affecting a political decision relates to the planning permissions of the new Olympic Games site in Stratford. As part of the process for obtaining planning permission, the Olympic Delivery Authority produced a 40 page Environment statement on how they planned to maintain the sites wildlife before, during and after the Olympic Games (London 2012 website – accessed 20/04/11).

Rather then possibly serving as a hindrance to the project, the environmental impact and sustainability became a key component of what the project wished to achieve. This is clears evidence that environmental issues are so ingrained in political thought that they are no longer considered as an after thought. This is, in my opinion, a clear indication of how the early environmental lobbyists were successful in their pursuit to bring environmentalism to the mainstream political agenda. International agreements on environmental issues will also affect the thinking of a governing political organisation.

In 1997 186 states agreed on limits to their carbon emissions. The aim was to reduce the carbon emissions of signed countries to 5% below 1990 levels by 2012. Although initially successful (the 2002 targets set out by the agreement were met) the problems with the Kyoto began when the US withdrew from the agreement in 2001. Although President Clinton had agreed to the treaty in ’97, there were serious issues getting it through the senate, and in 2001 President Bush pulled the US out of Kyoto declaring that it would gravely damage the US economy.

The principal of the agreement on Kyoto would see states given a set quota of emissions each year, and these limits they would be allowed to trade off against one another. This would see high emission nations such as the US buy unused credits off of less polluting countries such as The Netherlands. Nations could also earn extra credits by getting involved in environmental conservation works in their own country or in a developing nation (BBC website accessed 19/04/2011).

Kyoto would ultimately fail because the principal of trading emissions quotas would be unsustainable, and no significant reductions in emissions were achieved though the life of the treaty. The last attempt to broker an agreement in the international community was in December 2009 in Copenhagen, Denmark. As John Vidal wrote in the Guardian “The so-called Copenhagen accord “recognises” the scientific case for keeping temperature rises to no more than 2C but does not contain commitments to emissions reductions to achieve that goal”.

After the conference, G77 executive director Lumumba Di-Aping described the deal as having “the lowest level of ambition you can get”, and John Sauven of Greenpeace UK described Copenhagen as a “crime scene” (Guardian Website, accessed 19/04/11). The simple truth is that environmental issues are here to stay. The early work of environmental pressure groups such as Friends of the Earth and Greenpeace has clearly had an effect on modern political thought. Every political party will have an environmental policy outlined in its pre-election manifesto as well as in the policy section of its website.

As we saw with the Olympic Stadium, the environmental impact of the construction process and post games legacy was a major factor when the whole project was outlined. Environmentalism in politics is here to stay. Major international agreements may fail like Kyoto, or fail to even appear as was the case with Copenhagen, but the pressure groups are growing is strength and influence, and any move by the political system to remove environmentalism will be met with strong opposition and serious repercussions.

How convincingly the book creates a sense of social environment in which subject grew up?

Frank McCourt has used the main themes of his autobiography Angela’s Ashes convincingly to create a sense of social environment he grew up in. Main themes include poverty, pauperized living conditions, poor sanitation and power of the Catholic Church. Alongside the main themes, McCourt uses symbols, memories, vivid descriptions, outside and narrative comments and events relating to the main themes. Poverty is the leading cause of pauperized living condition as well as poor sanitation, these lead to the social environment Frank spent his childhood growing up in.

The living conditions in the slums of Limerick itself details Franks environment. The McCourt family leaves New York for a new start in Ireland and settle in Limerick during the depression. The Deprsssion symbolize hardship for many. Alcohol is a major concern that affects the McCourt’s. Malachy’s alcohol problem makes his family suffer. Any chance of the basic needs of survival is dependent on Malachy’s wages. “Are you coming home so that we can have a bit of supper or will it be midnight with no money in your pocket and you singing Kevin Barry and the rest of that sad songs”.

Angela is asking Malachy if the kids will be fed tonight or will they starve. The fact Malachy drinks way the money convinces us the family have no other means of survival and healthy state of living. Without money we sense and imagine the state they live in. “Out in the Atlantic Ocean great sheets of rain gathered to drift slowly up the River Shannon and settle forever in Limerick. The rain dampened the city from the feast and the Circumcicin to New Year’s Eve. It created a cacophony of hacking coughs, bronchial rattles, asthmatic wheezes, consumptive croaks.

It turned roses into fountains, lungs into bacterial sponges”. Franks description of Limericks sums up the environment. Miserable weather creating misery and diseases taking lives of many. McCourt’s description gives us a visual images that somehow convinces us how miserable the conditions are. Franks gets a job delivering newspaper. One day there is an emergency and mayhem erupts. McCaffey and Frank and another boy Eamon are to rip out page 16 of the John O’ London’s Weekly. Ever single issue in the city no matter what people say.

Here the boys are hysterically running around town ripping out the pages on birth control. McCaffrey shows such determination when the shopkeeper has said they have sold many issues he demands their names that they are in danger of losing their “immortal souls” This event convinces us the power of the Catholic Church is and the it impact on society. Birth control in “the holiest city” was banned. A one page article emphasizes the lengths Catholics go to protecting their religious beliefs. McCaffrey’s biggest customer Mr. Hutchinson in cursing him for storming into his shop and creating havoc, and McCaffrey replies to him ” See what happens when you’re not a member of the True Church”. Protestants and Catholics dispute over religion. People in Frank’s Community are greatly religious. School masters makes sure you know everything about Christ. Malachy treats the portrait of the Pope as though it is sacred and valuable. The honor of the Catholic Church is overwhelming and creates a sense of how holy the society is. The fact people followed the rules and were faithful to the Church gives us a sense of how religious the environment was.

McCaffrey was prepared to go lengths to protect the faith and beliefs fellow Catholics. Frank has many memories of his childhood. There has been pain, misery and some happy times. The memories of his small house in Roden Lane holds many memories. In winter, downstairs floods, the family are forced to move upstairs. “It’s like going away on our holiday to a warm foreign place like Italy,” Malachy assures the kids. Abandoning downstairs convinces us, the flood is extremely bad. We sense the condition are undesirable and deplorable.

Convincingly this house creates a sense of social environment, the state of the house simply shows it. Symbol of the environment are seen in this book. The lavatory in the McCourt’s rented home is a communal toilet shared by 12 families. It symbolizes poor-sanitation and lack of finances. It emphasizes the need for cleaner conditions, ” the lavatory will kill us all with diseases,” Angela’s says. In fact it is a concern, their health is at risk of germs that fill the household. Frank is awakened at night by sounds of people emptying their chamber pots suggesting no privacy.

People coming in and out. It convinces us how rundown the society is. They can only afford one toilet a lane for 12 families. I can imagine from the lavatory the house is shabby making the society just as bad. We sense poor hygiene creating a sense in our mind of how Frank grew up. McCourt himself said if he ” were to pick a symbol for my life, and image, it would be that lavatory that all the people emptied their buckets into. ” Franks childhood was about surviving each day and feeding his family, his goal to reach America.

He says, the lavatory symbolizes his life struggling to get through each day. Angela’s Ashes includes many details used to create a sense of Frank’s childhood social environment. Throughout the book many descriptions of memorable experiences and sights are used to detail the surrounding he grew up with. This whole book is about dealing with the slums and the dreadful conditions that we strongly sense in our heads. After reading Angela’s Ashes you will be left with many visuals McCourt has got you to create and picture in your head that make out his “miserable Irish Catholic Childhood”.
